Abstract / executive summary :
The paper analyses the use of project finance in public private partnerships for infrastructure projects, notably for small-scale projects on the current market. Light is shed in particular on the role of transaction costs, the allocation of risks and the role of different forms of para-public funding, namely by the European Investment Bank. The analysis is based on published figures, a best practice review and qualitative data gathered with expert interviews through key informant approach.
